As part of its modernization, the Mining Cadastre (CAMI) of the Democratic Republic of Congo has used in turn the expertise of the firms GAF AG and Trimble Spatial Dimension for the implementation of a computerized system for the management of the Mining Licenses.
From 2002 to 2004, under a funding from the World Bank and the supervision of the consultant Luc Ghys, GAF AG implemented a system called SIGTIM, based on an Access Database Architecture and using Excel sheets to report mining perimeters. Very quickly, this system proved to be ineffective and unable to meet the needs of automation of procedures, the management of mineral rights applications and management of the mining domain by CAMI and was therefore abandoned.
From 2008, on self-financing and under the supervision of the consultant Charles Young, Spatial Dimension proposed its system, Flexicadastre that later became Landfolio. Based on Arcgis Server and SQL Server, this system was designed with the help of CAMI personnel in the conception of Business Rules and Workflows and has finally resolved the problems of license overlaps, compliance with legal deadlines and priority of application processing. Thanks to the expertise of its staff and its effectiveness, Spatial Dimension has also been asked to accompany CAMI in the deployment of its provincial offices and implementation of its map portal (Online Map Portal).
To this day, Landfolio brings complete satisfaction to CAMI and remains an essential tool in the management of the DRC’s mining sector.
